To provide a plate cylinder phase difference measuring device and a plate cylinder phase difference measuring method capable of easily measuring plate cylinder phase difference before attaching a plate cylinder to a printing unit and shortening stopping time of the printing device when exchanging a plate cylinder.SOLUTION: A plate cylinder phase difference measuring device 1 includes: a placing table 11 in which a plate cylinder 30 is placed in a state rotatable around a central axis; rotation angle adjustment means 12 for adjusting a reference mark indicating a reference position of a printed pattern printed on the plate cylinder 30 into a predetermined rotational position; and angle measurement means 13 formed on the plate cylinder 30, and for measuring an angle between a rotational position of a key groove positioning and fixing the plate cylinder 30 onto a printing unit and a rotational position of the reference mark. In addition, the angle measurement means 13 includes: an insertion part to be inserted into a support hole formed at one end part of the plate cylinder 30 in a center axis direction; a key part formed on the insertion part and fitted in the key groove; and an angle meter for measuring a rotation angle around a central axis of the angle measurement means 13.SELECTED DRAWING: Figure 1
