PROBLEM TO BE SOLVED: To eliminate the cutting loss at the crushing and cutting and the generation of offcuts through the cutting off of a plate material by shearing, and consequently contrive to simplify this device and, at the same time, prevent a material side from being partially burned in the flames due to the development of the high temperature on a cutter side during the cutting off by shearing.
SOLUTION: A cutter 2 is equipped with a pair of fixed cutting blades 4a and 4b vertically opposite to each other under the condition that the longitudinal directions of their cutting edges are directed to the carrying direction of a plate material W. Between the vertically oppositing fixed cutting blades 4a and 4b, an introductory cutting gap D, which gradually becomes narrower as the plate material gets nearer from its cutting starting part to its cutting point P, is formed. At the cutting point P, the lowermost end cutting edge 5a of the upper fixed cutting blade 4a and the uppermost end cutting edge 5b of the lower fixed cutting blade 4b are staggered back and forth to the carrying direction of the plate material. At the same time, the lowermost end cutting edge 5a of the upper fixed cutting blade 4a locates below the uppermost end cutting edge 5b of the lower fixed cutting blade 4b.
