PURPOSE: To prevent accident due to rolling without a plug by storing a still picture of a bar in a memory when the tip of a mandrel bar enters the visual field of a camera, and giving an alarm when a plug is not mounted.
CONSTITUTION: A position confirming device 15 detects the speed of a thrust block 4, i.e. speed of a plug 6, detected by a distance sensor 13, and a CPU14 makes calculation based on the speed, and determines time in which the plug 6 arrives at the visual field of an ITV camera 11. Flash light 12 is flashed by a signal from the CPU14. A memory 16 is operated by a signal from the CPU14 and stores picture information caught by the ITV camera 11, and outputs the picture memor signal 16a to a picture processing circuit 19. The circuit 19 processes picture information stored in the memory 16, judges the presence of the plug 6 and the presence of surface flaws 6a, and when there are flaws, outputs an alarm signal 19a.
