An operation server 1 managing the operation of plural (two, in this example) center terminals 2-1 and 2-2 are installed and assigns center terminals to the inquiry of a connecting destination from customer's terminals 3-1, 3-2,..., 3-n order of being free from a first one, based on the operating situation of the center terminals 2-1 and 2-2, to flexible decide the center terminal of the connecting destination.
