The point issuing device includes: a reading means installed in the neighborhood of the entrance/exit of a store for reading customer identification information for identifying each customer from an information storage means carried by a customer who passes through the entrance/exit; an entering/leaving history management means for managing the customer identification information read by the reading means and the time information showing the time read by the customer identification information in association; a calculation means for calculating a stay time when a customer corresponding to the customer identification information stays in a store from two time information associated with the same customer identification information managed by the entering/leaving history management means; a point issuing means for issuing points corresponding to the stay time; and a point management means for managing the points issued by the point issuing means and the corresponding customer identification information in association.
