To stably obtain an emulsion which shows improved film forming ability and weatherability of the film by radically polymerizing a mixture of an ultraviolet absorbing agent and/or a light stabilizer and a monomer in the presence of an emulsion of a polymer crosslinked via a siloxane bond in an aqueous medium.
Emulsion polymerization is preferably conducted in a multi-step polymerization. In the first step a mixture including a hydrolyzable silyl group- containing monomer and other coplymerizable monomer is subjected to radical polymerization in an aqueous medium in the existence of a pH stabilizer by means of an emulsion polymerization method and then a catalyst is added to accelerate hydrolysis condensation reaction of the introduced hydrolyzable silyl group and crosslink thereof to obtain an emulsion of a polymer crosslinked via a siloxane bond. In the second step a mixture of an ultraviolet absorbing agent and/or a light stabilizer and a monomer is polymerized using the crosslinked polymer emulsion as a seed particle.
