To provide a polyurethane resin-forming composition capable of both reducing a low molecular eluate which is a reaction product of MDI and glycerin and improving productivity by rapid curing while maintaining productivity and workability.SOLUTION: A polyurethane resin-forming composition is a resin-forming composition including: a main agent (A) containing an isocyanate constituent; and a curing agent (B) containing a polyol constituent, where the main agent (A) contains an allophanate group-containing polyisocyanate prepolymer which is a reaction product of MDI(a1) and an active hydrogen-containing compound (a2), the curing agent (B) contains at least one (b1) selected from the group consisting of a caster oil, and a caster oil-based modified polyol, and a hydroxyl group-containing amine-based compound (b2), and a catalyst (C) is contained in the curing agent (B) by 300-2,500 ppm.SELECTED DRAWING: None
