To improve responsiveness.SOLUTION: A polyvinyl chloride compact having dielectricity contains polyvinyl chloride and a plasticizer, and a PVC gel sheet 13 that exhibits a gel state at an atmospheric temperature contains at least either of a filler formed of an organic material having ferroelectricity and a filler formed of an inorganic material having ferroelectricity. This constitution can sufficiently improve responsiveness by sufficiently shortening a response time. Therefore, according to an actuator 10 using the PVC gel sheet 13, it is possible to realize application to a power source for devices such as a robot, for which responsiveness is of importance.SELECTED DRAWING: Figure 1
