The portable apparatus 1 with a camera is provided with: a main imaging part 21 for acquiring a main photographed image; a surrounding area imaging part 22 for acquiring a surrounding area photographed image being a surrounding area image of a main photographed picture; a switching part 23 for switching image acquisition by the main imaging part 21 and image acquisition by the surrounding area imaging part 22; a temporary storing part 24 for temporarily storing the surrounding area photographed image; an image comparing part 25 for detecting a moving body 11 moving in the direction toward the main photographed image from the inside of the surrounding area photographed image by comparing the latest image stored in the temporary storing part 24 with a photographed image stored just before the latest image and outputting surrounding movement information; and a shutter control part 26 for controlling a shutter operation on the basis of the surrounding movement information.
