The monitor controlling system 201 comprises a portable telephone set body 202, an external storage medium 204 and a cable monitoring unit 206 both of which are to be mounted to the external memory slot 203, etc. of the main body 202, a radio monitoring unit 209 for communicating with a specific power radio part 207, and a monitoring center 214 for communicating with the portable telephone set body via a base station 213. The portable telephone set body 202 properly processes the monitoring results of monitoring sensors 233 and 237 in the cable monitoring unit 206, etc., and informs the monitoring center 214 or a prescribed destination of the result of the processing.
