This portable device is provided with the main body in which a pump and its drive are housed, the tank body in which electrolytic water produced by electrolysis is housed and to which one socket part of a connection coupler to be closed when detached is fit, a coupling means for coupling the tank body onto the upper part of the main body to be engaged/disengaged, a suction hose one end of which is connected to a suction port of the pump and the other end is connected to the other socket part of the connection coupler and a discharge hose one end of which is connected to a discharge port of the pump and at the other end a spouting port is arranged.
