The portable phone terminal receiving it uses a portable phone use restriction information discrimination section 8 to discriminate the contents of the restriction and a setting control section 9 sets control such as inhibited use of the mobile phone, power supply control, start of automatic telephone answering message and display of a message on the basis of the discrimination and transmits the setting result.
