A script file storing an APDU for carrying out a service is provided in an IC card control server 201. The portable terminal device 209 is provided with an IC card (an IC card provided in a portable terminal 209) 214, and a versatile IC card control means 210. The versatile IC card control means 210 is provided with an APDU acquiring means 211 for acquiring script files 202-206 storing the APDUs from the IC card control server 201, an APDU analyzing means 212 for analyzing the script files acquired by the APDU acquiring means 211, and analyzing the respective APDUs, and an APDU executing means 213 for executing the APDUs analyzed by the APDU analyzing means 212. By this, there is no need to develop an IC card control function and implement it in the portable terminal for each service.
