To provide a portable water stop plate device that can be constructed while continuing the normal use of a building and the business of stores, etc., and has excellent reliability and economy.SOLUTION: A water stop plate device 1, which is carried and installed at a doorway 10 of a building, comprises a water stop plate 2 that can be brought into contact with the left and right sides and the lower side of the entrance/exit 10 of the building via gaskets 7a and 7b, respectively, and supports 3 attached to the left and right sides of the water stop plate 2 so as to be movable within the expansion and contraction range of the gaskets 7a and 7b.
