To allow simple position-input by a user when achieving a system for distributing proper information to a portable terminal according to the position of a portable-terminal user.
A position-list providing server includes: a DB, which stores operation contents of a portable terminal, each operation ID predetermined about each operation content, and a steady degree predetermined for each operation content; and a DB storing each position, made relate to each operation ID and each operation, and the number of cumulative-total times each operation and each position are made relate to each other. The position-list providing server receives each operation ID regarding the operation contents of the portable terminal and stores each operation ID by making it correspond to an operation date (S1). When receiving a position-list request (S2), the position-list providing server reads out each position, the number of cumulative-total times and the steady degree, each corresponding to respective operation IDs executed on a target day from the DBs, calculates an importance index for each position from each position, the number of cumulative-total times, the steady degree, each corresponding to respective operation IDs, prepares a position list in which positions of input candidates are arranged in a descending order of the importance indexes (S3), and transmits the position list to the portable terminal (S4).
