To solve the conventional problem that the fluctuation of a target to be measured is difficult to detect when it is extremely minute.
This positioning device comprises two or more stationary reference stations 7 stationarily set in a range substantially surrounding a zone to be measured for fluctuation to receive the signals from a positioning satellite, two or more positioning terminals 1 set at random in the zone to receive the signal from the positioning satellite, and a fluctuation measuring control part 9 for collecting and analyzing the observation data obtained in the stationary reference stations and positioning terminals to detect the fluctuation of the zone. According to this, an extremely gentle minute fluctuation can be detected, and the fluctuation quantity thereof can be also measured.
