A paper processing apparatus includes a receiving roll for conveying a paper sheet conveyed at a constant speed from an upstream side toward a downstream side, a compilation loading part for loading the paper sheet, and a tamper for arranging the paper sheet loaded on the compilation loading part. In addition, the tamper is controlled to arrange each paper sheet conveyed from the receiving roll to the compilation loading part every predetermined number of paper sheets, and by conveying each paper sheet to the receiving roll at a decelerated speed every predetermined number of paper sheets, the receiving roll is controlled so that each paper sheet conveyed at the decelerated speed reaches the compilation loading part after a paper sheet conveyed immediately before this paper sheet is loaded on the compilation loading part and subjected to arrangement by the tamper.
