A pouch case for a perm agent containing a reducing agent is composed of a cap 14 to seal the opening of the vessel and a vessel body 12 to be filled with the perm agent. The vessel body 14 is of multilayer structure including a resin layer (first resin layer) 16 made of polyethylene for fusion attachment positioned at the innermost and a resin layer (a second resin layer evaporated fast with silicon dioxide) 18 positioned outside the first resin layer 16 and structured so that an evaporation layer 18b of silicon dioxide is formed by evaporating fast the silicon dioxide to one surface of a resin layer 18a made of polyethylene terephthalate and the surface where the layer 18b is formed is facing inward. Between the innermost resin layer 16 and the resin layer 18, a nylon layer 22 is installed with adhesive layers 20a and 20b interposed, and on the outside of the resin layer 18, a polyethylene terephthalate layer 24 is installed with an adhesive layer 20c interposed.
