The apparatus is constructed in such a manner that, when using RO water and a B agent to stir and dissolve the B agent in the RO water, the RO water pumped out of a tank main body 31 is circulated by switching between a jetting nozzle 33 and a jetting nozzle 34, and the RO water is circulated in a forward direction and a reverse direction in the vertical direction in the entire tank 31 by the stream force of the RO water alternately jetted by the nozzles 33 and 34.
