A powder and granular material carrying vessel 1, which transports powder and granular materials stowed in a hold divided into a plurality of compartments, comprises: vertical transfer means which vertically transfers the powder and granular materials taken out from the hold where an internal space thereof is divided by bulkheads; horizontal transfer means which is arranged in a center of a bottom section of the hold in a manner that penetrates the hold in a longitudinal direction of the powder and granular material carrying vessel, is connected to the vertical transfer means and horizontally transfers the powder and granular materials in the hold toward a lower end side of the vertical transfer means; inter-hold transfer means which is arranged on the bottom section of the hold with downward inclinations toward the center of the bottom section of the hold and transfers the powder and granular materials in the hold toward the horizontal transfer means; and blowing means which blows air or the powder and granular materials taken out from the hold to the powder and granular materials in the hold from above.
