PURPOSE: To facilitate execution of work and to improve adhesion, permeability of water, wear resistance, and durability by employing a powder material composition for a surface layer in which red bricks, red clay, quartz sand, lime, and calcium chloride are mixed together in a specified ratio.

CONSTITUTION: After 70wt.% red brisk grains, 12wt.% red clay, 15wt.% quartz sand, and 3wt.% lime are added, in this order, and are sufficiently mixed together, 1wt.% calcium chloride is uniformly mixed and agitated to manufacture a powder material composition 5. A drain pipe 1 having holes is embedded in a ground in a state to be covered with a net made of plastic, the peripheral edge thereof is covered with coal cinders 2, pebbles 3 are laid thereover in a thickness of 10-15cm, and coal cinders 4 are laid thereover. A pressure is applied on the layers for compression and brought into planar state. Finally, a powder material composition 5 for a surface layer is laid in a thickness of 5-10cm, and a pressure is applied for compression to bring it into planar state.
