PROBLEM TO BE SOLVED: To provide, at low cost, a powder seal member excellent in flexibility, and capable of suppressing leakage of powder to the outside.SOLUTION: A powder seal member includes: a support layer which has an adhesive layer formed on one side, and is made of a foam elastic material; and a fiber layer adhered and laminated to the other side of the support layer by frame laminating work. The fiber layer is one selected from: a fiber layer made of a raised fabric prepared by nap-raising, by card clothing, a knitted fabric whose ground yarn is warp knitted, or made of an unwoven fabric; a fiber layer having a cut-pile figure, which is formed by weaving two fabrics provided opposite to each other, weaving a pile yarn in the base fabrics to crosslink the two fabrics, and then cutting the intermediate part of the pile yarn between both the base fabrics to separate the two base fabrics from each other; a fiber layer made of a base fabric having thereon a pile yarn prepared by raising an ultra fine fiber which is formed by dividing a split fiber into a plurality of fibers; and a fiber layer made of a raised fabric prepared by nap-raising a textile by card clothing.
