To provide a powder scrapping-off method and a scrapping-off device by which a thin layer of a powder containing a fiber component can be scrapped off in uniform thickness and which are suitable for forming a friction member having a multi-layer structure made up of two or more layers.
The method comprises a process in which powders A containing a fiber component are heaped in a cavity 11b with a specified shape which is opened in a plane 11a and a process in which the powder A in the cavity 11b is scrapped off by rotating a scrapping-off means 15 in a second direction b intersecting a first direction a at linear velocity faster than that in the first direction while moving a cylinder body 15a of the scrapping-off means 15 in the first direction a from one side to the other side of the cavity.
