PROBLEM TO BE SOLVED: To make a monitoring system used for improving awareness of reduction in power consumption in a household be in a state for enabling everyone in the household to relatively easily check power consumption of an electric apparatus at any time.SOLUTION: A power consumption monitoring device comprises: a video acquisition unit 11 for acquiring a video signal by receiving a television broadcast or receiving it from an input terminal; a terminal power consumption information acquisition unit 14 for acquiring power consumption for each of a plurality of apparatuses; an OSD creation unit 12 which creates an icon corresponding to each of the apparatuses, creates character image information for each of the apparatuses according to the icon and the power consumption for each of the apparatuses, and creates OSD image information from the character image information for each of the apparatuses; and a display unit 13 for displaying both of the video signal and character image information.
