To provide a power controller which efficiently supplies and receives electric power without interfering with drive control of a motor, and to provide a vehicle having the controller, in the power controller which supplies and receives commercial power supply and the power through neutral points of two ac motors.
An ECU60 detects an effective value and the phase of the voltage of the commercial power supply 90 based on a voltage VAC from a voltage sensor 74. Moreover, the ECU60 generates a current command IR of the same phase as the voltage of the commercial power supply 90, based on the effective value and the phase thus detected, and a charge-and-discharge command value PR to an electricity storage unit B. The command IR is a command value of a current IAC flowing through power lines NL1, NL2. The ECU60 controls zero-phase voltages of inverters 20, 30 based on the current command IR thus generated.
