PURPOSE: To alleviate the burden on an operator by switching automatically a connection bus bar of a load so that the flow of bus link may come near zero when a bus link breaker trips at the time of arranging the receiving power.

CONSTITUTION: This system is provided with a control power calculating means 26 which calculates a control power value by comparing a flow power value inputted into a bus link flow inputting means 23 with a control set value obtained from a control set value storing means 15 and a control direction determining means 27 which discriminates the polarity direction of control power. Based on the control power value and the discriminated polarity direction, a guidance generating means 30 is allowed to generate items required for controlling.
