A permanent magnet 6 is embedded in a flywheel 15, which is placed between fixed discs 10, 11 provided with a coil for power generation. The flywheel 15 is connected with a balance-pendulum set provided with reservoirs 1, 2 on both ends of a rotating bar 12. The reservoirs 1, 2 respectively half contain ethanol that is volatile at room temperature. The ethanol in a reservoir positioned downside is evaporated to pass through the communication hollow part in the inside of the bar 12 to move to the reservoir on the upper side. The upper reservoir is cooled, and torque is generated due to the weight of the liquefied ethanol.
