A flow incinerator 12 is stored in a pressure vessel 11 to constitute a pressurizing flow furnace (pressurizing combustion furnace) A, and combustion exhaust gas (f) generated after removing dust in the flow incinerator 12 is fed into a gas turbine 21 of a turbine type power generator B to generate power. Exhaust gas (g) discharged from the gas turbine 21 and compressed air h from a compressor 23 operated by the gas turbine 21 are fed into a regenerator 25, and the air (j) preheated in the regenerator 25 is used as air for combustion in the flow incinerator 12. The exhaust gas (g) discharged from the regenerator 25 is released into the atmosphere through a chimney 26.
