The first control part 15 controls the heating part 14 so that a temperature of the heating part 14 comes within a control temperature range, and the second control parts 16a, 16b control temperatures of the cells 11a, 11b to be within an operating temperature range by setting the thermoelectric conversion parts 13a, 13b in a heat transfer mode when the temperatures of the cells 11a, 11b are outside the operating temperature range, and switches the thermoelectric conversion parts 13a, 13b in a power generation mode when the temperatures of the cells 11a, 11b are within an operating temperature range.
