PURPOSE: To acquire energy by utilizing the difference in the pressures at the surface of earth and in the substratosphere over 7,000m above the ground, and by rotating an impeller by upward air stream which rises in an air suction cylinder.

CONSTITUTION: A pressure regulating room 3 is installed over a power generator part 2 furnished at the top of a tower A, which is situated in the substratosphere over 7,000m above the ground, and an impeller 5 is arranged inside the throat part thereof. The air taken into an air suction cylinder 7 at its bottom, i.e. at the ground level, is converted into a rising stream because of the difference of the pressure from the atmospheric pressure at the top of the cylinder 7, and rises violently in this cylinder to be throated at a throat part 4 provided at the pressure regulating room 3. It is amplified there to revolve the impeller 5 and, consequently, a vertical shaft 6, to perform generation of the power at the power generator part 2.
