PURPOSE: To keep power demand below a contract demand by estimating power demand within a predetermined time based on a data base of traveling distance- power characteristics and an estimated traveling distance.
CONSTITUTION: A total traveling distance-power characteristic statistical processing means 3 prepares a data base representing the total traveling distance of vehicles traveling in a feeder section within a predetermined time and actual power demand characteristics. A total traveling distance estimating means 1 estimates power demand within a predetermined time based on a total traveling distance estimated with reference to the data base. Since load power for operating the trains in a railway substation can be estimated highly accurately, an operator can restrict or release train operating notch accurately based on thus estimated load power. According to the constitution, power demand can be kept below a contract demand.
