A power supply apparatus comprises an unit voltage detection portion 4 for detecting the voltages of a capacitor unit 3, a cell voltage detection portion 5 for detecting the voltages across a given series stage of a capacitor unit 3, and a processing portion 6 for processing voltages from these two voltage detection portions. Either short failure or open failure of a capacitor cell 2 is determined, by making a comparison between a voltage across a given series stage of the capacitor unit 3 predicted from unit voltage, and the voltage across a given series stage that is actually determined from the cell voltage detection portion.
