A power supply circuit is configured in such a way that when a load capacitor is charged, the load capacitor is charged by changing an ON/OFF ratio of switches SW1, SW2 using a DC-DC converter functioning as a step-up circuit, and boosting its voltage higher than a power supply voltage and stepwise, and that when a load capacitor is discharged, the charge of the load capacitor C is recovered stepwise by changing an ON/OFF ratio of the switches SW1, SW2 using the DC-DC converter functioning as a step-down circuit, and stepping down the voltage of the load capacitor C 1 to 2 times the power supply voltage, both ends inclusive.
