A 1st control means 111 of this power supply controller conducts off control, when a terminal voltage of a semiconductor switch QF exceeds a 1st threshold. When the terminal voltage of the semiconductor switch QF exceeds a 2nd threshold, a 1st time counter means (CMP2, R15, C1) counts a 1st prescribed time, and a 2nd control means (Q1, CMP1, 111) conducts on- control after the time count. Furthermore, a 2nd time counter means (CMP2, R18, C1) counts a 2nd prescribed time, after the terminal voltage of the semiconductor switch QF is lower than a 3rd threshold and reaches the 3rd threshold. After the time count, when the terminal voltage of the semiconductor switch QF exceeds the 1st threshold, a 3rd control means (Q1, CMP1, 111) conducts off-control after the time count and when the terminal voltage of the semiconductor switch QF is equal to or less than the 1st threshold, the 3rd control means (Q1, CMP1, 111) conducts on-control after the time count.
