To provide a power supply monitoring device that can suitably prevents the over-discharge of a battery, not only when an engine is stopped but when the engine is operated.
A switch control ECU 19a is connected to a voltage sensor 19d that detects a battery voltage of an on-vehicle battery. The switch control ECU 19a includes a power supply monitor 41 that detects the residual capacity of the on-vehicle battery based on a voltage detection signal SV output from the voltage sensor 19d, and that restricts the operation of on-vehicle devices 15 to 18 based on the detected residual capacity. In a memory 42 of the power supply monitor 41, a residual-capacity determination value is stored which is a criterion by which to determine whether to restrict the operation of each of the on-vehicle devices 15 to 18. The power supply monitor 41 outputs an operation restriction signal when the voltage of the on-vehicle battery decreases below the residual-capacity determination value, and restricts the operation of the on-vehicle devices 15 to 18 corresponding to the residual-capacity determination value.
