A DC power supply 1, a first resistor 2, a primary winding 3a of a step-up transformer 3, and a switching element 4 are connected in series annularly, a cathode of a diode 5 is connected to the side of the primary winding 3a of a step-up transformer 3 connected with a first resistor 2, an anode of the diode 5 is connected with one end of a second resistor 6, and the other end of the second resistor 6 is connected to the side of the primary winding 3a of the step-up transformer 3 connected with the switching element 4. A high voltage pulse is applied to a load connected with a secondary winding 3b of the step-up transformer 3 by turning the switching element 4 on/off to generate discharge. The noise of a discharge sound can be reduced by modulating frequency data of a drive signal preset in a storage means 42 randomly.
