A two-contact switch operated by a battery control command is arranged in each battery cell of all batteries. When one cell of battery cells of an optional battery fails, a command is transmitted to the failed cell. Therefore, it is possible to make the number of cells of all batteries equal by bypassing the failed battery cell and bypassing cells one by one while transmitting a command one by one as well with respect to each of the other sound batteries. Consequently, it is also possible to discharge from the failed battery when in the shade.
