A target pole closing phase map 3a is created by a target pole closing phase map creating means 3 in consideration of pre-arc characteristics 9 of a breaker 6, mechanical motions variation characteristics 10, and amplitude fluctuations of load side voltage in advance. A target pole closing time calculating means 4 calculates a target pole closing time train 4a by referring to the target pole closing phase map 3a from frequencies and phases 2a and 2b of respective power-side voltage and load-side voltage of the breaker 6. A pole closing control means 5 controls output timing of a pole closing control signal 5a on the basis of an estimated pole closing time 12 and the target pole closing time train 4a when a pole closing instruction is input.
