To provide an apparatus and a method for power system planning, capable of minimizing cost in which heating cost of a heater of a high-temperature operating secondary battery device is considered.
The power generation planning system 200 includes a computing device 210 which receives input of information including total estimated demand power 300 and characteristics 400 of a generator and a storage battery including power storage battery heater characteristics 460, and calculates optimum power generation operation plan value 510 and storage battery charging discharging plan value 520 in consideration of the operation cost of a battery heater of an NAS storage battery with an optimizing means 220, an object function calculating means 230 and a restricted condition calculating means 240, and outputs the calculated values.
