PURPOSE: To facilitate higher grade control in accordance with experiential knowledge accumulated through actual applications instead of consuming much labor for formalization of the experiential knowledge.

CONSTITUTION: A signal receiving part 13 monitors a power system 11 and supply state parameters such as the output state information of generators and load state information to a neural network 14. If the state parameters are given to the neural network 14 by the signal receiving part 13, it outputs and supplies the proper adjustment instruction rates of set values to a setting part 15. The setting part 15 generates new set values in accordance with the adjustment instruction rates and supplies them to the power system 11. In the respective power stations, etc., of the power system 11, generating rates, etc., are adjusted in accordance with the new set values. If further improvement is necessary even after the adjustment, state parameters in that state are again supplied to the neural network 14 to obtain new adjustment instruction rates. By repeating the above mentioned procedure, the state of the power system 11 is brought close to the optimum state.
