In a reference circuit (QB, R66, CMP2, R61, C61, R62, and TR61) for generating a reference voltage (VDSB of Reference FETQB), a normal operation is performed in such a manner that the reference voltage is made to follow fluctuations in the drain/source voltage VDSA of main control FETQA even in the case of the above fluctuations. The following velocity of the reference voltage is set so as to make it impossible for the reference voltage to follow the rapid fluctuations in VDSA when the foreign matter is pinched in window glass. A control means (CMP1 and 111) detects that a differential between VDSA and the reference exceeds the first prescribed value in order to exert off-control on FETQA. On-control is exerted on FETQA when VDSA is increased due to the off-control to make the value of VDSA exceed the second prescribed value.
