To provide a prepaid card system which can easily reuse the IC cards by using a game machine which recovers the IC cards when the value information shows no value and an issuing device which receives the IC cards recovered by the game machine and then issues again the IC cards.

A card unit includes a 1st recovery means which recovers the inserted IC cards by sending them to the inside when the value information on the IC cards show no value. The IC cards recovered by the 1st recovery means are held at a 1st recovered card holding part. An issuing device 3 receives the recovered IC cards and issues again the IC cards via a reissuing means 26. The means 26 includes a processing part 27 and a card data reading/ writing part 28 and can reuse the recovered IC cards. The IC cards recovered by the game machines are stored in a card stock storing part 29 and the issued again.
