To provide a pressing device which forms a flange part and a pierced hole in one step without damaging a work, has a simple structure, and quickly performs a series of processing, and a pressing method.

A pressing device 10 forms a flange part 61 by bending an edge part Wa of a panel-shaped work W, and further forms a pierced hole 62 in the flange part. The pressing device includes: a first die 20, in which a piercing punch 22 for forming the pierced hole is fixed to a die 21 for forming the flange part; a second die 30, which presses the work to form the flange and the pierced hole together with the first die; and a projecting part 41, which is formed on the first die and corresponds to a spacing member 40 for holding the tip end of the piercing punch in a position, where the tip end does not come into contact with the flange part, until the first die is moved relatively close to the work and forming of the pierced hole is started.
