A cap 80 to be an upstream side passage formation member has a cylindrical part 84 provided integrally with an end part on the side of a valve cylinder 40 to be a downstream side passage formation member. The cylindrical part 84 is inserted into a downstream side fuel passage 41 of the valve cylinder 40, and an upstream side fuel passage 81 and the downstream side fuel passage 41 communicate with each other through the inside of the cylindrical part 84.
