A housing 12 is formed by joining a case 2 and a cover 3 with caulking. In the housing 12, a support body 16 with an opening 18 communicating with a fuel outlet 7 is disposed, and an armature 5 swingably supported by a diaphragm 4 and capable of contacting with and separating from the support body 16 is arranged. A compression coil spring 10 for biasing the armature 5 in a direction of contacting with the support body is arranged between the armature 5 and the cover 3. The compression coil spring 10 closely contacts with the diaphragm 4 and restricts an upward displacement of the armature 5 before the diaphragm receives fuel pressure, expands and tenses. A load acting on the diaphragm 5 is limited after the restriction of displacement, and a burst pressure is improved only by changing specifications of existing parts.
