To obtain a pressure-sensitive adhesive sheet which needs no release paper, is amenable to re-sticking, etc., is excellent in handleability, firmly sticks to an adherend, and does not peel therefrom once stuck.

At least either surface of a base 10 is provided with a water- insoluble pressure-sensitive adhesive material layer 11, and the surface of the layer 11 is coated with a water-soluble pressure-sensitive adhesive material layer 12 having no pressure sensitive adhesiveness in the ordinary state. By adding water to the layer at the time of sticking, it develops pressure-sensitive adhesiveness and becomes ready for sticking. By pressing the sheet 1 against the adherend 20 thereaftar, the layer 12 firmly sticks to an adherend as a result of the direct contact thereof with the surface of the adherend.
