PURPOSE: To prevent a material from falling in rolling by providing rolling rolls for rolling the material and press rolls for regulating the spreading of material- width in rolling to a titled mill and constituting it so that the axial lines of press rolls are in the same plane that passes through the centers of rolling rolls.

CONSTITUTION: A prestress type universal mill is provided with rolling rolls 11, 12 for rolling a material and press-holding rolls 20, 21 for regulating the spreading of the material-width in rolling, and is constituted so that the axial centers of rolls 20, 21 are in the same plane that passes through the centers of rolls 11, 12. Plural sets of these mills are arranged in series, and the phases of the adjoining rolls 11, 12 and rolls 20, 21 are mutually changed by about 90° to the directions perpendicular to the rolling line.
