To provide a primer composition for polycarbonate causing no whitening of the surface of the polycarbonate in a bonding process and causing little decrease of adhesion force even under a wet heat condition for a long period of time, and to provide the polycarbonate.
The primer composition for the polycarbonate includes chlorinated rubber (a), ethylene-vinyl acetate copolymer (b) and solvents, wherein the compounding ratio (a)/(b) by mass of the component (a) to the component (b) is in the range of from 20/80 to 60/40; the content of alcoholic solvent (c) in the whole solvent is 20 to 60 mass%; the content of aromatic hydrocarbon-based solvent (d) in the whole solvent is 5 to 25 mass%; and the chlorination rate of the chlorinated rubber (a) is not less than 20%.
