To provide a printed matter which is prevented from being forged or altered and enables forgery or alteration to be detected.

A character arrangement section 201 to describe information expressed in characters and a two-dimensional code arrangement section 202 to display and arrange the information displayed in characters in a two-dimensional code are provided to the printed matter 200. The two-dimensional code is made to contain meaning in the lateral direction in addition to displaying information in the lateral direction like a normal bar code, for example, a code standardized as JIS X0510:1999. When a printed matter of this kind is received, the two-dimensional code arranged in the two-dimensional code arrangement section is read, and is displayed so that a person can understand it and judge whether the content agrees or disagrees with the information arranged in the character arrangement section or other condition, to detect forgery or alteration, if any. A server to provide such a printed matter and a device for detecting forgery and alteration are also provided.
