By a preliminarily wetting device 15 carriers liquid C is applied on a transfer surface P1 of print base material P. When an electrostatic latent image printing plate 11 is brought into close contact with the transfer surface P1, the toner image being formed on a surface of the electrostatic latent image printing plate 11 is transferred on the transfer surface P1 by the transferring device 14. Thus, the toner image is excellently transferred on the transfer surface P1. At this time, the carriers liquid C applied on the transfer surface P1 is stuck on the surface of the electrostatic printing plate 11. A changing device 12 makes, the electrostatic printing plate 11 being coated with the carriers liquid C thereon to be charged. The developing device 13 makes the liquid toner T to be charged to be stuck on the surface of the electrostatic printing plate 11. As a result the carriers liquid C is stuck on the surface of the electrostatic printing plate 11, therefore the toner T can be prevented from sticking on the non-pattern part.
